A Lincoln man is facing felony animal cruelty charges after someone found a dead dog inside a trash bag at Pioneers Park on March 26. LPD Public Information Officer Erika Thomas says the Chihuahua was emaciated and a veterinarian determined the dog has been starved to death.
“Lincoln Police got involved in the investigation the next day,” Thomas says. “Over the following week, LPD and Animal Control were able to identify 25-year-old Elias Starr as the suspect.” During an interview with law enforcement police learned Starr had surrendered his other dog to the Capital Humane Society in early March.
On Thursday Starr was arrested and taken to the Lancaster County Jail and booked for animal cruelty.
