City Officials Unveil Plans to Convert Former V-A Hospital into Affordable Housing Units

By Tom Stanton Aug 19, 2026 | 1:40 PM

The City of Lincoln plans to convert the former Veterans Administration Hospital into 95 affordable housing units for seniors and veterans. “We are addressing older adults’ need for affordable, accessible housing, while honoring the veterans who have served our country,” says Mayor Leirion Gaylor Baird.

The $18 million project just south of 70th and ‘O’ Street will include 58 one-bedroom, 16 two-bedroom and one three-bedroom units. Average rent will be about $1,000 a month, including utilities. The project is supported by $850,000 in proposed tax increment financing, along with private investment and low-income housing tax credits.

Urban Development Director Dan Marvin says the project balances preservation with new housing. “The Victory Park redevelopment represents a forward-looking commitment to historic preservation, affordable housing, and community reinvestment.”

Construction is expected to begin next month, with completion planned for October 2027.  “Together with our partners, the City is delivering on our commitment to ensure everyone in Lincoln enjoys the comfort and stability of a home,” Gaylor Baird says.

A public hearing and vote are scheduled for the August 24th Lincoln City Council meeting.
