A Lincoln man has been cited in connection with a fatal crash east of Waverly last year.
Lancaster County Sheriff’s Chief Deputy Ben Houchin announced Wednesday that 45-year-old Justin Plugge was cited and released misdemeanor motor vehicle homicide.
The crash happened around 9:15 a.m. on November 20, 2025, at the intersection of 162nd and Bluff Road. Plugge was driving county dump truck when he ran the stop sign, striking a Mitsubishi driven by 86-year-old Fernando Ortiz of Waverly.
“It was extremely foggy that day,” Houchin said.
Plugge cooperated with the investigation. Ortiz died at the scene and his wife was taken to a hospital with severe injuries, and has since recovered. The couple’s dog was also injured and taken to an animal clinic in Waverly.
